The London Borough of Havering is set to more
than halve existing processing costs by issuing Citi’s prepaid
cards for its benefits schemes.

Under the system Citi claims councils are free
to exert control over the amount and flow of funds available to end
users and can benefit from standardised management and control
programmes. End users can access funds via ATMs and over the
counter.

Havering Council will replace cash and cheques
with prepaid cards to provide social care, asylum and housing
benefits to its residents.

“We undertook a pilot of the Citi Prepaid
solution for several months in a number of payment areas,” said
Councillor Roger Ramsay, cabinet minister for value.

“This proved successful and we now look
forward to rolling it out to other payment areas.  The Citi’s
prepaid card solution will reduce our payment costs associated with
our payment processing and make it easier for our customers to
receive their monies.”

Twenty-nine other councils have signed up to
the Government Procurement Card (GPC) framework agreement in a bid
to benefit from an aggregated approach to procurement
costs.

The London Borough of Lewisham is also using
Citi’s Prepaid solution for payments to young people leaving
care.
