Pennsylvania Treasury has joined forces with U.S. Bank for its prepaid card program for unemployment compensation and workers’ compensation benefit recipients.

Under the partnership, U.S. Bank will become the new provider of Treasury’s card program, which has about 80,000 users.

The new prepaid cards will enable users to make unlimited number of withdrawals at about 3,200 ATMs across Pennsylvania and 68,000 nationwide, without requiring them to pay any fee.

Cardholders will also gain access to a comprehensive mobile application that will help them manage their account and locate free ATMs.

In case a fee-free ATM is not close by, they will be allowed to make up to four fee-free withdrawals monthly from any ATM from U.S. Bank.

At the same time, the card program will allow two additional free out-of-network ATM withdrawals per month and free replacement cards.

Cardholders will also be allowed to make purchases at retail establishments without paying a fee as well as will be able to make online bill payment.

The Treasury intends to send the new ReliaCard in the middle of September and start funding them on 1 October 2015.

Claimants of unemployment compensation and workers’ compensation have been currently using Chase debit cards.

They will not be allowed to transfer balances from their previously issued Chase cards, and should continue to use their Chase cards till their balance comes down to zero.

They also have to create new PIN numbers for their new US Bank-issued cards as the PIN numbers on their Chase cards would not be transferred over automatically.

U.S. Bank senior vice president of prepaid products David Smith said: "The U.S. Bank ReliaCard Visa offers claimants a robust set of features focusing on convenience and security including 24/7 access to funds, bill pay and balance alerts to name a few."
