Mobile device-based payments in Turkey took a decisive step forward
in October with the launch of services by two of the country’s
largest banks, Garanti Bank and Türkiye Ýþ Bankasý (Isbank). Their
move adds to the momentum in the country’s mobile payment market
that began in mid-2003 when Yapi Kredi Bank launched Turkey’s first
mobile banking service in alliance with mobile service provider
Turkcell.

Garanti Bank selected UK mobile internet technology vendor
Volantis’s Mobile Content Framework system to offer a full mobile
banking portal, which supports 4,500 different mobile devices, to
its 6.2 million retail banking customers. The prime integrator of
the service was US technology systems vendor Hewlett-Packard (HP),
which managed the project and provided design, implementation and
configuration services.

Fatih Bektasoglu, Garanti Bank’s head of internet banking, said:
“Garanti Bank is already the market leader for online banking in
Turkey with 600,000 logins every weekday; almost half of all
broadband users in the country are already Garanti Bank customers.
This [new] channel is designed to offer the broadest set of mobile
banking services to Turkey’s 54 million mobile subscribers on the
device of their choice.”

Contrasting with Garanti Bank’s selection of two foreign technology
vendors, Isbank’s mobile banking service, ÝþCep, was supplied by
Turkish mobile technology developer Pozitron. According to
Pozitron, its service “gathers every online banking activity under
one umbrella”. These include electronic funds transfer, access to
credit card data, account balance inquiry currency and stock
information and financial news.
